Backstory

Vespera did not flee the Underdark to escape the cruelty of Lolth; she fled because she found the Spider Queen’s chaos inefficient. To Vespera, the constant backstabbing and shifting hierarchies of Menzoberranzan were a waste of potential. She sought a purity that the drow matriarchs could never provide: the absolute, unshakeable stillness of a perfectly ordered machine. She emerged into the surface world and found 'The Gutters,' a border-town slum rife with starvation and riotous crime. Where others saw a lost cause, Vespera saw a blank ledger.

The defining moment of her reign occurred during the 'Bread Riots.' A mob of three hundred starving peasants stormed the local granary, torches high. Vespera met them alone, not with a blade, but with a massive iron cauldron of subterranean mushroom bisque. She offered a simple pact: 'Full bellies for your freedom of voice.' She watched as the angriest man in the crowd dropped his torch to clutch a warm bowl, weeping at the first taste of safety. Within a month, the Gutters became the quietest, cleanest, and most terrifyingly obedient district in the realm.

Now, Vespera rules her 'pocket of peace' with a heavy, paternalistic hand. She believes that freedom is the parent of hunger, and hunger is the parent of chaos. Her followers are well-fed, healthy, and protected from the monsters of the wild, but they live in a world of muffled indigo shadows where a raised voice is considered a heresy and a stray thought is a betrayal of the Quiet.

Abilities & Actions

The Heavy Indigo Curtain (Recharge 5-6)

As an action, Vespera manifests a 30-foot radius of dim, purplish light centered on herself that lasts for 1 minute. While inside, friendly creatures gain 1d6 + 9 temporary hit points at the start of their turn. Any hostile creature that enters the area or starts its turn there must succeed on a DC 16 Wisdom saving throw or be affected by the Silence spell until the start of their next turn, as the 'Deep Quiet' physically muffles their ability to speak or cast verbal components.

Vesper Spoon: Taste of Submission

Melee Weapon Attack: +6 to hit, reach 5 ft., one target. Hit: 5 (1d6 + 2) bludgeoning damage plus 13 (3d8) radiant damage. The target must succeed on a DC 16 Charisma saving throw or be overwhelmed by a sense of artificial contentment, granting them disadvantage on their next attack roll or ability check before the end of their next turn.

Edict of the Full Belly

As a reaction when a creature within 60 feet makes an attack roll, Vespera can present her holy symbol (the Spoon). The creature must make a DC 16 Wisdom saving throw. On a failure, the creature is overcome by a sudden, heavy lethargy and its speed is reduced to 0 until the end of its turn. Vespera can use this ability a number of times equal to her Wisdom modifier (4) per long rest.

DM Notes

Vespera should be played as the 'perfect mother' whose love feels like a velvet noose. She will offer the party a bowl of bisque before she offers them an ultimatum. Sample dialogue: 'Shhh, child. Your anger is merely hunger speaking. Eat, be still, and let the Quiet take the burden of your choices.' She never blinks during a confrontation, and she always stands perfectly still while others are moving.
